SOME PEOPLE, and you know who you are, will laugh, but I must ask: if I know someone has a Twitter feed, but they don't do LJ, is there a way to get their Twitter without going to the Twitter page? Can I add it as an RSS feed or something?

Yes. But unless the feed is already in the LJ syndication list, you need to be a paid LJ member to add it to said list.
