So do tuberous begonias, which come in zillions of colors, and have similar blooms but are easier to grow than roses. That said, they're rarely perennials in your area, but they might be worth planting anyway.
I shall loan you my green thumb if you want it. I probably won't be needing it as i have a total of 2x3 feet of balcony space in which to grow anything.
